NSD – Substitute Numbering Agency for the CIS

NDC is one of four organizations in the world (Standard & Poor´s - CUSIP Service Bureau, USA; Telekurs Financial Ltd., Stwitzerland; and Wertpapier-Mitteilungen, Germany) authorized to act as substitute numbering agencies for other countries that do not have their own national numbering agencies (NNAs) or where active national numbering agencies do not have appropriate resources to fulfill all NNA functions in their countries.

NDC is a Substitute Numbering Agency (SNA) for the CIS countries. This status of NDC was approved by the decision of the Annual Meeting of ANNA members in 2007 based on the official address of the Association of Eurasian Central Securities Depositories to ANNA Board of Directors.

In case the official regulatory body of the CIS authorizes NDC to fulfill SNA functions for its country, NDC provides the following services:

  • ISIN and CFI codes allocation for financial instruments issued by the issuers of the country and submission of these codes to the international database that stores ISIN and CFI codes allocated to financial instruments of all countries;
  • Representation of the country’s interests at ANNA meetings (by proxy) if required;
  • Rendering advisory assistance in establishing the national numbering agency in the country, organizing trainings, consulting on ANNA membership.
